Job Description

The Sr. Manager, Workforce Development is the architect of our future-ready workforce. This strategic role drives employee learning, reskilling, and digital transformation efforts across our federal portfolio ensuring that our field, engineering, and technical teams evolve into agile, cybersecurity-conscious, and digitally fluent contributors to mission success.


This position will design and lead initiatives that drive continuous learning, technical excellence, and career progression within Johnson Controls Federal Systems.  The Sr. Manager, Workforce Development is responsible for overseeing the design, implementation, and management of comprehensive training programs that enhance the skills, knowledge, and performance of the workforce across the organization. This will be achieved by collaborating across functional teams-including operations, engineering, and human resources-to identify skill gaps, design programs, and ensure sustained competence across the workforce with a focus on fostering a culture of continuous learning and growth. This position will report to the Director, Central Operations.

Travel Required
: Up to 33% at times, serving our US Federal customer sites both inside and outside of the continental United States. Travel is sporadic. At times it can be heavy and other times no travel required.


As a Sr. Manager, Workforce Development, you will:


  • Assist in the development and implementation of a Workforce Development strategy that supports JCFS’s evolving talent needs, with a focus on supporting onboarding, career mobility and upskilling/reskilling within the organization. The focus of the role is our technical and project management teams.
  • Strategic Leadership: Develop and implement training strategies aligned with organizational goals; lead training teams; set measurable outcomes and track progress.
  • Program Development: Design and update training programs for onboarding, leadership, compliance, and skill-building; ensure programs reflect organizational and industry changes.
  • Workforce Development: Assess training needs with regional teams, HR and leadership to address skill gaps, manage skills assessment trackers and processes; and foster a culture of continuous learning and professional growth.
  • Training Delivery: Oversee in-person workshops, e-learning, webinars, and blended learning; ensure materials are high-quality, relevant, and accessible.
  • Budget Management: Manage training budgets effectively; evaluate and recommend external vendors or resources when needed.
  • Compliance: Participate with HR to ensure all training meets legal, regulatory, and policy requirements; stay updated on industry standards and trends.
  • Change Support: Provide training for new systems, processes, or structures; help build a resilient and adaptive workforce.
  • Employee Satisfaction and attrition reduction: Routinely meet with field resources to foster collaboration and teaming.
  • Partner with Human Resources to standardize and harmonize job descriptions and roles across the organization.
  • Identify and target candidate pools for the fulfillment of organization-wide technical talent pool.
  • Partner with Human Resources to perform candidate phone screening activities for field technical talent as necessary.
  • Participate with hiring managers in phone, video and face-to-face interviews when needed to identify highly qualified candidates eligible for hire.
  • Provide a clear and concise pathway for each new hire to successfully transition from this team to future assignment within the organization.
  • Provide leadership and oversight for all new employee onboarding activities in accordance with Operations Playbook best practices.
  • Meet onsite with the technical team members to discuss progress within their roles, act as mentor and coach and work to create a feeling of camaraderie.
  • In conjunction with Director of Operations and HR, institute and manage mentoring program for the technical and PM teams
  • Educate Operations teams on the existence of training programs and all other learning opportunities to upskill their employees.
  • Lead or participate in other duties as assigned.


Tools, Platforms & Administration

  • Manage and optimize the use of the internal Learning Management System (LMS), ensuring accurate tracking, reporting, and content delivery.
  • Maintain a training calendar and coordinate logistics for sessions, instructors, and facilities.


Monitoring & Evaluation

  • Define and track KPIs to measure training effectiveness, employee progress, and competency development.
  • Conduct post-training evaluations and skills assessments to refine training content.
  • Regularly report training metrics and outcomes to leadership and regional heads.
  • Provide data as necessary to feed Power BI visuals and/or HRIS system

Required Qualifications:

  • Knowledge of mechanical, electrical, and control systems, preferably with HVAC controls hardware
  • Knowledge of Federal Government business flow and contracting practices, including all facets of the delivery process from a DoD agency level to project close-out including DoD Agency Management, Program Management, Sources Sought, Contracting Vehicles, Joint-Ventures, Project Development, Government Contracting, FARs/DFARs, Sales, Project Execution, Safety, and Quality
  • Knowledge of team building, personnel management and employee recruitment/development
  • Technical aptitude, including advanced computer skills with the ability to instruct others on the efficient operation of productivity tools
  • Ability to communicate technical information in written, verbal, and graphical form in a clear and precise manner while being able to relate technical knowledge to a non-technical audience
  • S. citizen with the ability and willingness to obtain and maintain an active DoD security clearance
  • Bachelor’s Degree in adult education, organizational development, engineering, HR or a related field, or comparable years of experience
  • 8+ years of experience leading workforce development, learning programs, or technical field experience-preferably in federal, defense, or technical services organizations
  • Strong facilitation skills with experience delivering training to technical and leadership audiences
  • Willingness and ability to travel +/- 30%
  • Excellent communication and partnership building skills across complex stakeholder groups


Preferred Qualifications:

  • Knowledge of all project lifecycle activities to include pre-sales support, submittal generation, procurement, software engineering, installation, and project closeout
  • Aptitude in technical training creation and delivery to both internal and external audiences
  • Ability to represent the organization in a polished and professional manner
  • Experience in solving performance/operational issues to improve efficiency and productivity
