What you will do
Leads and develops a team of Wastewater & Bioenergy (WWBE) Development Engineers and Specialists; establishes consistent QA/QC and development standards; integrates technical, financial, contractual, and regulatory inputs to determine project viability; and partners with Account Executives Serves and strategic partners to drive future business and market growth in wastewater, biosolids, biogas-to-energy and RNG-related solutions. Under minimal direction, provides technical and business leadership for the WWBE development function. Owns oversight of the WWBE opportunity development and serves as the technical manager responsible for large, complex, high-risk projects from qualification through commercial close and into execution handoff. Develops, executes, and leads technical strategies to achieve SI business plan of profitability; growth; market penetration; opportunity management; and customer satisfaction objectives. Active in professional organizations and represents JCI Wastewater and Bioenergy group at professional events.
Analyzes and understands business environment of the WWBE market segments and current business performance. Assists in the recruiting, training, and development of development teams including Development engineers and delivery, presales.
Works with functional leaders in sales and operations during the strategic planning process to identify, support, and qualify existing and new market opportunities.
How you will do it
PRINCIPAL DUTIES:
A. Business Oversight / Portfolio Management
Own development stage-gates for assigned and prospective opportunities; ensure timely decisions on go/no-go, solution approach, and delivery strategy.
Develop and manage budgets, timelines, and quality expectations for development activities; track progress and risks and communicate status to the Water Team Development Manager.
Support creation of customer business cases for conceptual solutions, including technical narrative, value proposition, and feasibility justification.
Ensures focus on engineering development to manage JCI risk, limit cost of engineering development before contract, expedite the time to contract, develop new business with customers, and ensure adequate and consistent engineering support during construction and throughout operations.
B. People Leadership / Team Management
Set priorities, assign work, and provide coaching/mentoring to build team competency in WWBE solutions and development best practices.
Develop and coach the engineering team on established business processes, tools, and standards. Drive consistent use of standard development processes/tools and mentor others in their use.
Lead process refinement, lessons learned, and tool development efforts to increase efficiency and repeatability.
Assists in the hiring, retention, performance management, and career development of wastewater and bioenergy engineers and their team.
Provides consistent level of engineering support including customer sales calls, and critical opportunity reviews.
C. Technical QA/QC / Risk Management
Provide technical, process, and financial oversight for complex or unique WWBE opportunities; support technical decision-making with customers, partners, and internal leadership.
Review contract exhibits, scopes of work, and technical documentation related to design, commissioning, and performance requirements; ensure clarity and risk awareness.
Ensure engineering deliverables (internal or third-party) meet project objectives, design intent, and quality standards; provide structured reviews of drawings/specifications/contract/scope.
D. Growth Enablement / Market Development
Support project targeting and pursuit strategy; maintain, strengthen and widen partner network (e.g., utilities, engineering firms, vendors, brokers, strategic partners).
Assist leadership with internal and external marketing communications for WWBE offerings and successes.
Maintain active involvement in relevant professional organizations and contribute through committees, speaking engagements, and conferences.
E. Safety & Compliance
Promote and adhere to JCI safety policies and incorporate safety principles into project design and development decisions.
What we look for
Education & Credentials:
Bachelor’s degree in engineering (civil, environmental, chemical) or related field. Master's degree preferred.
Professional Engineer (PE) license preferred; required where applicable by jurisdiction or role scope, or ability to obtain within a defined period.
Project Management Professional (PMP) preferred.
Experience:
Eight to ten years of engineering experience in the energy savings performance contracting industry progressive experience and proven development ability in alternative project delivery pathways.
Experience preferred but not required in wastewater and/or bioenergy project development, design oversight, and customer-facing solutioning (including proposal development through execution handoff).
The ideal candidate will have experience leading teams as engineering manager or project manager in technical disciplines outside their own core focus area, including work planning, mentoring, and performance coaching.
Knowledge/Skills:
Demonstrated subject matter expert (SME) in wastewater and bioenergy solutions preferred.
Demonstrated expertise performing energy-saving work in the local government sector.
Strong analytical and project development capabilities (technical + financial + risk); ability to synthesize multidisciplinary inputs into clear decisions.
Excellent customer-facing communication and presentation skills; comfort presenting at professional conferences and to municipal stakeholders.
Strong computer skills (Microsoft Office Suite) and ability to build/manage cost-loaded schedules.
Ability to travel approximately 30%.

HIRING SALARY RANGE: $112,100 - $168,400 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.) This position includes a competitive benefits package. The posted salary range reflects the target compensation for this role.
