What you will do
Under the direction of the Director of Operations, the Sr. Program Manager is responsible for the operational and financial management of large multi-faceted government projects in support of the US Government and serves as the Government Technologies (GT) authorized interface with their Sales partners and assigned government representatives. This responsibility is achieved through the direct management of several Project Managers and Project Engineers on existing and future projects. The role will be responsible for formulating and enforcing work standards, project resource management, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the organization to subordinates.
The Sr. Program Manager is responsible, through their team, for the overall contract performance and, as such, will establish and maintain procedures and controls to ensure that projects are completed in accordance with agreed to performance standards, budgets, and schedule specified in the contracts and task orders. They will also be responsible for managing close relationships with customer management, growing the project business, working closely with the JCI SSO's, assisting hiring personnel, and managing subcontractor relationships to ensure efficient and profitable business.
The position supports all aspects of quality, safety, cost, and customer satisfaction in support of the contract objectives and will be required to travel into Washington, D.C., and surrounding areas throughout the work week, assisting assigned team in their onsite activities through oversight.
How you will do it
Lead and manage large multi-faceted government contracts and serve as the authorized interface with the Contracting Officer (CO), the Contracting Officer's Representative (COR), government management personnel and customer agency representatives. Serves as the primary customer interface to effectively communicate and ensure customer satisfaction for both installation and service activities.
Provide a support role to the sales and business development teams to lead sales related activities resulting in business growth to include GT growth initiatives through effective deployment of operations functions.
Manage the contract operations budget to meet and exceed corporate targets set for the programs/projects.
Lead and guide Sales and Engineering partners during presales activities to determine Project Management needs on future projects.
Develop and maintain resource management tools to ensure existing and future project work can meet existing staffing levels.
Responsible for the overall project performance and, as such, will establish and maintain procedures and controls to ensure that projects are completed in accordance with agreed to performance standards, budgets, invoicing, and schedule specified in the contracts and task orders.
Responsible for planning, directing, and monitoring all project activities, including technical performance and financial profitability under the government contractual terms and specifications.
Manage assigned teams delivery of daily, monthly, and quarterly project deliverables to keep all stakeholders appraised of installation and service activities.
Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the organization to subordinates.
Provide leadership to train and direct multi-disciplined technical and administrative personnel (including subcontractors} to resolve engineering, administrative and field issues occurring during project implementation and installation, and follow-on service-related actions, as required.
Coach and mentor assigned team members on effective project management practices and techniques.
Negotiate with customers to obtain additional business, identifying and pursuing new opportunities for contract revenue growth. With senior leadership, manages/directs efforts for program growth or new opportunities.
Lead work teams in a continuous improvement environment with quality tools, behaviors, and practices.
Work with Human Resources to ensure compliance with Corporate and Human Resources policies and procedures.
Promote positive relations by dealing professionally and fairly with all employees, subcontractors, and vendors and instill a philosophy of Project Team at all times.
Comply with all JCI policies, regulations, and codes of conduct governing all aspects of job responsibilities to include protection of JCI proprietary information.

What we look for
Proven leadership capabilities with progressive management experience in physical and large integrated security projects either working for the government or for a large corporation doing business with the Federal government.
Strong demonstrated ability in leading security programs, budgets, and requirements within the Federal sector.
Demonstrated problem solving ability.
Ability to interact effectively and be a great teammate at all levels of the JCSS and customer organization.
Education:
Bachelor’s Degree in Security Management, Business, or Project Management preferred
Project Management Professional Certification (PMP) required.
Experience:
Ten (10) years general experience in the physical and technical security fields with at least five (5) years of specialized experience required in the direct supervision and management of large complex integrated projects within the physical/technical security field for the Federal government.
Preferred experience includes management of projects that included design, installation, testing, servicing, and integration of complex systems and subsystems.
Solid understanding of Federal government contracting regulatory and compliance topics.
Skills:
Be fluent in Microsoft Office products (i.e., Project, Excel, Word & Visio)
Excellent written and verbal communication skills coupled with demonstrated judgment skills
Excellent customer service skills (both internal and external)
Ability to organize and prioritize work and resources for effective implementation
Must be a self-motivated and organized individual
Excellent PC skills (word processing, spreadsheet, presentation, MS Project)
Demonstrated problem solving and ability to independently carry out responsibilities under general supervision
Ability to effectively interact with all levels of the Johnson Controls and customer organization
Ability to function as an effective team leader and team member
Maintain a positive working environment
Travel may be required in support of program(s).
HIRING SALARY RANGE: $112,000- 168,000 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.) This position includes a competitive benefits package. The posted salary range reflects the target compensation for this role.
