What you will do:

As the Quality Assurance/Code Specialist working under the framework of the New York State Office of Mental Health (NYS OMH) agreement with Johnson Controls Fire Protection (JCI), your primary responsibility is to monitor JCI’s compliance with Joint Commission standards and ensure continual readiness for surveys. This involves conducting regular reviews of documentation, maintenance logs, and inspection reports to verify that all fire protection systems—such as fire alarms, sprinklers, and suppression systems—meet the Environment of Care (EC) standards set by the Joint Commission. You will also lead efforts to maintain a state of constant preparedness by organizing mock audits, developing readiness checklists, and identifying any gaps in compliance. When deficiencies are found, you will perform root cause analyses, track corrective actions, and ensure timely resolution. In addition to monitoring progress, you will actively seek out and share best-in-class practices by benchmarking against other facilities, participating in industry forums, and staying current with updates from the Joint Commission.

Position Summary:

The Quality Assurance/Code Specialist plays a critical role in supporting the New York State Office of Mental Health (OMH) through its partnership with Johnson Controls Fire Protection (JCI). This position is responsible for ensuring JCI’s compliance with Joint Commission standards and maintaining continual readiness for Joint Commission surveys across OMH facilities. The specialist will serve as a key liaison between OMH and JCI, identifying compliance gaps, monitoring corrective actions, and promoting best practices in fire protection and life safety systems.

How you will do it:

Monitor and evaluate JCI’s compliance with Joint Commission Environment of Care (EC) standards, particularly those related to fire protection and life safety systems.

Conduct regular audits, inspections, and documentation reviews to ensure systems are survey-ready at all times.

Lead and coordinate mock Joint Commission surveys to assess readiness and identify areas for improvement.

Perform root cause analyses on identified deficiencies and track the implementation of corrective actions to resolution.

Develop and maintain compliance checklists, dashboards, and reporting tools to support ongoing monitoring efforts.

Collaborate with internal and external stakeholders to share and acquire best-in-class practices and systems.

Work closely with and provide coaching and mentoring to JCI site supervisors, fire alarm/sprinkler/suppression technicians and inspectors on proper inspection, testing, and maintenance procedures to ensure consistent adherence to regulatory standards.

Stay current with Joint Commission updates, fire safety codes, and industry standards to ensure proactive compliance.

Participate in relevant training, forums, and benchmarking activities to enhance program effectiveness.

Qualifications:

  • Bachelor’s degree in engineering, Safety, Compliance, Healthcare Administration, or a related field (or equivalent experience).
  • Minimum of 5–10 years of experience in quality assurance, code compliance, or facilities management, preferably in a healthcare or institutional setting.
  • Strong knowledge of Joint Commission standards, NFPA codes, and fire protection systems.
  • Versed in International Building Codes (ICC), NFPA codes, OSHA standards, NYS Uniform Building Code, Life Safety code.
  • Experience conducting audits, inspections, and readiness assessments.
  • Excellent analytical, organizational, and communication skills.
  • Proficiency in compliance software, audit tools, and Microsoft Office Suite.

Preferred Qualifications:

  • Certification in Healthcare Safety, Fire Protection, or Joint Commission Compliance (e.g., CHFM, CFPS, CJCP).
  • Experience working with or for public sector agencies or healthcare institutions.
  • NYS Code Enforcement Certification
