Position Summary

The Trade and Compliance Analyst – Canada–US Shipping is responsible for ensuring compliant, efficient, and cost‑effective movement of goods between Canada and the United States. This role supports daily cross‑border manufacturing operations by managing customs compliance, coordinating shipping documentation, monitoring regulatory requirements, and resolving border‑related issues with customs authorities, brokers, and logistics providers.

Key Responsibilities

Canada–US Trade Compliance

  • Ensure compliance with Canada Border Services Agency (CBSA) and U.S. Customs and Border Protection (CBP) regulations

  • Classify products using HS/HTS codes for both Canadian and U.S. customs tariff schedules

  • Determine and maintain accurate country of origin, customs valuation, and tariff treatment for Canada–US shipments

  • Manage compliance with CUSMA / USMCA requirements, including certification of origin data elements and record retention

  • Monitor changes to Canada–US trade policies, tariffs, duty rates, and enforcement trends

Cross‑Border Shipping Operations

  • Prepare, review, and validate Canada–US shipping documentation, including:

    • Commercial invoices

    • Packing lists

    • USMCA certification statements

    • Export documentation and broker instructions

  • Coordinate with customs brokers, carriers, and freight forwarders for:

    • ACI (Canada) and ACE (U.S.) data submissions

    • Timely release of goods at the border

  • Resolve border delays, customs exams, classification disputes, or documentation discrepancies

  • Support truck, LTL, FTL, and parcel shipments across Canada–US border crossings

Regulatory Programs & Systems

  • Support compliance with applicable partner government agency (PGA) requirements, where applicable

  • Maintain accurate trade data in ERP and customs or global trade management systems

  • Track duties, taxes, and trade agreement utilization to support cost optimization

Process Improvement & Risk Management

  • Maintain organized compliance records in accordance with CBSA and CBP retention requirements

  • Assist with internal audits, broker reviews, and customs inquiries

  • Identify risks and recommend process improvements to reduce border delays and compliance exposure

  • Develop, update, and communicate standard operating procedures for Canada–US shipping

Cross‑Functional Collaboration

  • Work closely with manufacturing, procurement, planning, finance, and customer service teams to ensure uninterrupted cross‑border flow

  • Provide guidance and training on Canada–US trade compliance requirements to operations staff

  • Support new product introductions and supplier changes impacting cross‑border shipments

Qualifications

Education & Experience

  • Post secondary education in Supply Chain Management, International Business, Logistics, or a related field

  • 2–5 years of experience in Canada–US trade compliance or cross‑border logistics, preferably in manufacturing

  • Hands‑on experience working with customs brokers and cross‑border carriers

Knowledge & Skills

  • Strong understanding of CBSA and CBP customs procedures

  • Working knowledge of USMCA/CUSMA rules of origin and certification requirements

  • Experience with HS/HTS classification and customs valuation

  • Familiarity with ACI, ACE, and commercial trucking documentation

  • Experience using ERP systems (e.g., SAP, Oracle) and customs/trade software

  • Strong analytical skills, attention to detail, and problem‑solving ability

  • Clear professional communication skills with internal teams and external partners

Preferred Qualifications

  • Certified Customs Specialist (CCS – Canada) or equivalent

  • Experience supporting high‑volume or time‑sensitive Canada–US shipments

  • Knowledge of duty relief, drawback, or other Canada–US duty mitigation programs

Working Conditions

  • Combination of office and manufacturing floor environment

  • Frequent interaction with cross‑border logistics providers and brokers

  • Occasional extended hours to support border issues or shipping deadlines
